HC Land (Clementi) Pte. Ltd., a Joint Venture of Sunway MCL and CSC Land Group


 

ELTA is a 501-unit private condominium at 10 Clementi Avenue 1, Singapore 129633 and 12 Clementi Avenue 1, Singapore 129632, in District 5, held on a 99-year lease commencing 13 February 2024 and arranged as two 39-storey towers across 14 stacks. It is developed by HC Land (Clementi) Pte. Ltd., UEN 202346026C, holder of Housing Developer’s Licence C1501 issued on 3 May 2024, with the project account held at DBS Bank Ltd under account number 072-112272-3. The company is a joint venture of Sunway MCL and CSC Land Group.

The site came to the joint venture through a Government Land Sales tender. The Urban Redevelopment Authority launched the Clementi Avenue 1 parcel on the Confirmed List on 15 August 2023, closed the tender on 7 November 2023 and awarded it on 15 November 2023 to CSC Land Group (Singapore) Pte. Ltd. and Caspian Residential 3 Pte. Ltd., one tender vehicle from each side of the joint venture. Caspian Residential 3 Pte. Ltd. (UEN 202032364Z) is registered at 101 Thomson Road, #09-03, United Square, the same address as Sunway MCL Limited and as HC Land (Clementi) Pte. Ltd.; CSC Land Group (Singapore) Pte. Ltd. (UEN 201707167K) is registered at 182 Cecil Street, #31-01, Frasers Tower. The tendered price was $633,447,945, which is $13,455.00 per square metre of gross floor area, or $1,250 per square foot per plot ratio. The 501-unit cap was set at tender rather than chosen by the developer.

The appointed team is P&T Consultants Pte. Ltd. as project architect, China Construction Realty Co. Pte. Ltd. as main contractor, Ecoplan Asia Pte. Ltd. as landscape consultant, Index Design Pte. Ltd. as project interior designer, TW-Asia Consultants Pte. Ltd. and Rankine & Hill (Singapore) Pte. Ltd. as civil and structural and as mechanical and electrical engineers, and Allen & Gledhill as conveyancing solicitor. Below is a profile of each joint venture partner. MCL Land Past Development Achievements

 

Sunway MCL is the name under which Sunway Property now operates in Singapore, and the company behind it has a longer history than the name suggests. It was incorporated in 1963 as Malayan Credit Limited, a hire-purchase financing business, and listed on the Singapore Stock Exchange in 1967. The same legal entity trades today as Sunway MCL Limited under UEN 196300074K, whose 1963 prefix records that registration year. It entered property development in 1969, and real estate went on to become its core operation. Jardine Cycle & Carriage acquired the company in 1992, and it was renamed MCL Land at that point to reflect what it had become. Hongkong Land took a majority stake in 2006 and full ownership in 2011, at which point the company was delisted.

Sunway Group completed its acquisition of MCL Land for $738.7 million, or RM2.42 billion, on 16 September 2025, making it a wholly owned subsidiary of Sunway Property, and on 31 October 2025 announced that the Singapore operations would trade as Sunway MCL. The acquisition also took in MCL Land’s Malaysian assets, including landbanks at Wangsa Maju and the Forest Heights township in Seremban, and Wangsa Walk Mall in Kuala Lumpur. Lee Tong Voon, formerly Chief Operating Officer of MCL Land, was appointed Chief Executive Officer, so the leadership that built the earlier track record carried across the rebrand. The 1963 date therefore belongs to the corporate entity rather than to the MCL Land name, which dates from 1992, or to the property business, which dates from 1969.

The parent is Sunway Group, a Malaysian conglomerate listed on Bursa Malaysia and a constituent of the FTSE4Good Index Series, whose businesses span property, construction, healthcare, education and hospitality. Its property division, Sunway Property, describes itself as a Master Community Developer with more than 5,000 acres of integrated developments across Malaysia and a stated commitment to United Nations Sustainable Development Goal 11 on sustainable cities and communities. At the time of the rebrand Sunway MCL had nine ongoing residential projects in Singapore with joint venture partners, comprising 4,937 units with an attributable gross development value of about $4.5 billion, or RM14.9 billion. Its Singapore portfolio comprises ELTA, Nava Grove, Tembusu Grand, The Continuum, Piccadilly Grand, Terra Hill, Leedon Green and Parc Esta, with Copen Grand and Margaret Ville among its delivered projects.

The delivery record is the part a buyer can check rather than take on trust. On the BCA Quality Housing Portal, retrieved 1 August 2026, Sunway MCL Ltd carries a CONQUAS Band 1 track record across eight listed projects: four assessed Band 1, one Band 2, and three still under assessment. Three points belong with that figure. It is a firm-level track record rather than a score for any single development. It reflects a rolling six-year window of completed projects, so it moves as older projects drop out. And ELTA itself, being years from completion, has no band of its own and is one of the three shown as under assessment.

CSC Land Group Past Development Achievements

 

CSC Land Group is the Singapore development arm of China Construction (South Pacific) Development Co. Pte. Ltd., which sits within China State Construction Engineering Corporation. The group’s position is unusual among Singapore developers in that its parentage is a contractor rather than a landowner or a fund, so the construction capability sits inside the same corporate family as the development arm.

CCDC was incorporated in Singapore in 1992, and its first project was the Volcano Theme Park on Sentosa, since demolished. It made its private residential debut in 1994 and won its first HDB contract at Bukit Batok in the same year. It has since built 48,984 HDB flats and 33,707 private homes, a total of 82,691 homes, and by the Straits Times’ account one in 20 people in Singapore now lives in a home CCDC built. It holds A1, the highest BCA builder grade, and has taken more than 280 industry awards. Its work outside housing includes the Republic Polytechnic campus at Woodlands, built between 2003 and 2006, Canberra MRT station between 2015 and 2019, the Tuas Water Reclamation Plant, the Bukit Canberra integrated sports and community hub, and the CanningHill Piers mixed development.

That parentage is not abstract for ELTA. The main contractor here is China Construction Realty Co. Pte. Ltd., from the same corporate family, so the developer and the builder are not at arm’s length on this site. On the BCA Quality Housing Portal, retrieved 1 August 2026, CSC Land Group carries a CONQUAS Band 2 track record across six listed projects: one assessed Band 1, one Band 2, one Band 3, and three under assessment. The same three qualifications apply as above. It is a firm-level figure rather than a project score, it covers a rolling six-year window, and ELTA is one of the three under assessment with no band of its own.

The portal record also shows something more specific than a band. P&T Consultants Pte. Ltd. is the appointed architect on five of the six CSC Land Group projects listed, ELTA included, and China Construction Realty is the appointed builder on three of the six, ELTA again included. A buyer assessing whether a developer keeps a settled team across projects can read that off a government register rather than infer it. The listed projects are Verdale, Parc Greenwich, Twin Vew, Grand Dunman, Lentor Central Residences and ELTA. The group has also developed Tengah Garden Residences and Dunearn House.

That is checkable rather than asserted: on the BCA Quality Housing Portal each group has its own list of projects, and ELTA is the only development appearing on both.
